Grade F is considered fail in GCSE . So the grade F is considered fail in igcse too?

Grade F is still an awarded qualification in GCSE. But it does not meet the standard pass requirement of the Department for Education of UK, which is why they considered it as a fail.
The same goes for IGCSE, although you earned a qualification and passed with a grade of F, the mark is too low that when you apply for A Level and university, they may not accept it. Thus, even if it is not explicitly regarded as a fail, the performance is very unsatisfactory that a retake is highly suggested.
